When Zhicheng (played by Gu Tianle) was still in the police academy, he was sent to Hong Xing Society as an undercover agent. 志成（古天樂飾）還在警校的時候便被派往潜入黑社會的洪興社做臥底，智勇的志成後來成為了幫中老大飛龍（劉德華飾）的賞識。 多年來上司都要求志成交出飛龍的犯罪證據，但志成發現飛龍不過是一名商人而已，更發現飛龍有改邪歸正的意圖。 飛龍有一名好兄弟阿豹（黃秋生飾）因為被出賣，被警方打至重傷癱瘓了，兒子文俊（譚耀文飾）决心要為父親報仇，更要奪得江湖上老大的位置，於是他有了陷害飛龍的陰謀。 果然，飛龍這時不但被警方通緝，兒子的生命更受到了文俊的威脅。 志成及時趕到，救走了飛龍，但飛龍的妻子還是死去了。 悲傷之極的飛龍要找文俊報仇，志成不想看到飛龍因殺人被捕，於是表明了自己的身份……
